Sierra has released a new patch for "F.E.A.R." and "F.E.A.R. Combat," bringing the FPS by Monolith up to version 1.08.
"This latest update fixes several issues in both F.E.A.R. and F.E.A.R. Combat. Updated SDK and dedicated server files have also been released to work with the new update."

The F.E.A.R. Combat patch has been released for other countries, though I think the UK one doubles for the US version (it isn't clear though so I'm not linking it), and can be downloaded from the mirrors listed above.
